Transportation Demand Management
Transportation Demand Management (TDM) programs are designed to reduce traffic congestion through a variety of mobility options, such as ridesharing, transit usage, telecommuting, and spreading out peak-period traffic. TDM strategies focus on alternatives to driving alone by encouraging the use of alternate transportation modes or programs.
goCommute
In Hampton Roads, goCommute is a cooperative public service, established in 1995, that implements TDM strategies by offering information and services on transportation alternatives to area commuters. goCommute promotes and implements a wide variety of programs and incentives, including carpooling and commuter matching, guaranteed ride programs, NuRide rewards, park and ride, park and sail, vanpooling and van leasing, and teleworking. goCommute works with area employers, including the military, to educate, develop, and implement transportation alternative programs for their employees.
goCommute staff are employees of Hampton Roads Transit (HRT); however, funding is provided through the Hampton Roads Transportation Planning Organization (HRTPO). The HRTPO has authorized annual funding for goCommute through Congestion Mitigation and Air Quality (CMAQ) and/or Regional Surface Transportation Program (RSTP) funding since Fiscal Year (FY) 1995. The goCommute Subcommittee (TS), made up of transportation professionals from the cities and counties in the Metropolitan Planning Area (MPA), the Virginia Department of Transportation (VDOT), Federal Highway Administration (FHWA), U.S. Navy, and the Virginia Department of Rail and Public Transportation (DRPT), reviews the progress and status of goCommute three times per year. The TS reports to the Transportation Technical Advisory Committee (TTAC), which in turn reports to the HRTPO board.
goCommute administers many programs internally and also advertises TDM programs administered by outside organizations. The Commuter Computer, Vanpool Program, Guaranteed Ride Program, and park and ride lots are operated by goCommute, while NuRide Rewards and Telework!VA are programs of other agencies which goCommute promotes for Hampton Roads.

goCommute Annual Report
goCommute presents an annual report containing a comprehensive set of performance measures including its programs, outcomes, and annual budget. This report is prepared by goCommute staff in coordination with the goCommute Subcommittee (TS), Transportation Technical Advisory Committee (TTAC), and Hampton Roads Transportation Planning Organization (HRTPO).
