About the HRTPO TIP

Air Quality Conformity

Metropolitan Planning Organizations and the Virginia Department of Transportation (VDOT) are required under Federal regulation 23 CFR 450 to make air quality conformity determinations on the newly adopted or amended Transportation improvement Program (TIP).

Annual Obligation Report

The Annual Obligation Report (AOR) includes all projects and strategies listed in the Transportation Improvement Program (TIP) for which Federal funds were obligated during the immediately preceding program year.

Financial Plan

Federal regulations require that the TIP include a financial plan that demonstrates there is enough money available to fund projects listed in the TIP for each given year. The tables below have been included to demonstrate financial constraint of the TIP.
