HRTPO CMAQ/RSTP Project Selection Process
As the metropolitan planning organization (MPO) for the Hampton Roads metropolitan planning area (MPA), the Hampton Roads Transportation Planning Organization (HRTPO) is responsible for project selection and allocation of funds under two federal funding programs – the Congestion Mitigation and Air Quality (CMAQ) improvement program and the Regional Surface Transportation Program (RSTP).

The form to be used by the public for submitting project ideas may be downloaded below. Step-by-step instructions are included with the form. CMAQ/RSTP applications are accepted at any time and forwarded to the respective locality/agency for review and consideration during open application cycles.

- The HRTPO CMAQ and RSTP Tracking Tables include every project to which the HRTPO has allocated CMAQ or RSTP funds since the beginning of the two funding programs. Allocation information is shown by fiscal year.
- The CMAQ Tracking Table shows allocations since FY 1993. Users are advised of the following issues regarding the CMAQ Tracking Table:
- In FY 1998 there were no CMAQ funds, but FY 1998 RSTP funds were allocated to “CMAQ-Type” projects. The amounts shown in the FY 1998 column are 80% federal and 20% state match. These RSTP allocations are also included in the RSTP Tracking Table.
- Allocations for FY 1993 – FY 2005 (excluding FY 1998) represent only the federal portion of the allocation. For any project requiring local funds to match the federal funds, the matching funds were provided by the locality or transit agency. Local matching funds are not included in the Tracking Table.
- Starting with FY 2006, the federal share and state match portions of the allocations are shown for each project.
- The RSTP Tracking Table shows allocations since FY 1992. Users are advised that all allocations shown are 80% federal and 20% state match.
- The CMAQ Tracking Table shows allocations since FY 1993. Users are advised of the following issues regarding the CMAQ Tracking Table:

HAMPTON ROADS CMAQ/RSTP PROJECT SELECTION PROCESS - 2021
This report summarizes the HRTPO 2021 Congestion Mitigation and Air Quality Improvement Program (CMAQ) and Regional Surface Transportation Program (RSTP) Projects and Allocations. As a result of the 2021 CMAQ/RSTP Project Selection Process, selected projects received allocations of CMAQ and RSTP funds through Fiscal Year 2027.
