Hampton Roads Transportation Planning Organization Board Meeting

1.    Call to Order
The meeting was called to order by the Chair at approximately 10:37 a.m.

2.    HRTPO Resolution of Appreciation
The HRTPO Board bestowed a resolution of appreciation recognizing Captain Mary Jackson of the US Navy for her contributions to the HRTPO.

3.    Approval of Agenda
The Agenda was approved.

4.    Commonwealth Transportation Board Member Comments and Updates
Commonwealth Transportation Board (CTB) members Mr. Aubrey Layne and Mr. Hollis D. Ellis briefed the HRTPO Board on the actions of the September 19, 2012 CTB meeting.  They noted that the Virginia Department of Transportation received an additional $52 million in federal funds that was originally allocated to other states and that the CTB approved allocating these funds on interstate repaving and rehabilitation projects primarily on segments of I-95 and I-85 in the Richmond region and segments of I-264 in the Hampton Roads region.  They also noted that they were briefed on the new Transportation Alternatives program from the new surface transportation federal legislation (MAP-21) as well as proposed reconstitution of the representation on the Commonwealth Transportation Board.

5.    Virginia Department of Rail and Public Transportation Comments and Updates
Ms. Amy Inman briefly reported that the Federal Railroad Administration approved the $75 million for the Arkendale to Powell's Creek project.  She also indicated that the Amtrak Virginia: Next Stop Norfolk project is scheduled to open December 2012.  Ms. Inman added that DRPT will be undertaking a Fast Ferry Feasibility study.

ACTION ITEMS AGENDA
11.    Public Comment Period
A resident from the City of Virginia Beach addressed the HRTPO Board regarding the I-264 Exit 17B for Independence Boulevard towards Pembroke Area/Town Center. A resident from the City of Newport News addressed the HRTPO Board encouraging the Virginia Department of Transportation to coordinate with localities prior to closing river crossings for maintenance. A resident from the City of Norfolk addressed the HRTPO Board regarding reactivating the Disability Board, and the moratorium on uranium.  A representative from the Hampton Roads for Rail, a subchapter of Virginian's for High Speed Rail, announced the launching of this coalition of rail advocates and rail related topics throughout Hampton Roads.

13.    Approval of Consent Items
Agenda items under the Consent Agenda were approved by the HRTPO Board.

15.    HRTPO 2012 Annual Meeting: Officer Elections
The HRTPO Board Chair appointed Mr. William Harrell, Ms. Mary Jones, and Mr. Kenneth Wright to fill in the vacancies of the Nominating Committee and directed the Nominating Committee to assemble to recommend HRTPO Board officer candidates for the October 2012 HRTPO Board Annual Meeting.
