1.    CALL TO ORDER
The meeting was called to order by the Chair at approximately 10:30 a.m.

2.    PUBLIC COMMENT PERIOD
A private citizen from the City of Norfolk addressed the HRTPO Board regarding the light rail service, The Tide, in the City of Norfolk.

3.    COMMONWEALTH TRANSPORTATION BOARD MEMBER COMMENT PERIOD
Mr. W. Sheppard Miller addressed the HRTPO Board regarding the first meeting of the Commonwealth of Transportation Subcommittee and its discussion on how the state allocates its maintenance dollars and whether the money can be more effectively spent or more equitably distributed. Mr. Hollis Ellis mentioned the September 21st CTB meeting will take place in Portsmouth and members will have a chance to tour the region.

14.    TIGER III Candidate Projects – HRTPO Board Endorsement
The HRTPO Board endorsed the four ranked Hampton Roads TIGER III candidate projects.
 
15.    Air Quality Conformity Analysis – 2034 LRTP and FY 2012-2015 TIP: Final Report
The HRTPO Board approved the Draft air quality conformity analysis and finding of conformity for the 2034 LRTP and FY 2012-2015 TIP.

16.    Traffic Impact of an Inland Port in Hampton Roads: Final Report
The HRTPO Board approved the final report.

17.    Virginia Department of Rail and Public Transportation Comments and Updates
Ms. Thelma Drake, DRPT Director, briefed the HRTPO Board on the State’s passenger rail initiatives that impact Hampton Roads, such as the Amtrak Extension to Norfolk project, Amtrak service on the Peninsula, and the status of the Environmental Impact Statements of the Hampton Roads to Richmond and Richmond to Washington, DC rail projects.
