2. Approval of Agenda
Chair Ward requested that, due to a schedule conflict, Item 9 and the vote on related Item 12-K be moved up to after Item 5 in the agenda. The Agenda was approved with that change.

3. Commonwealth Transportation Board Member Comments and Updates
Commonwealth Transportation Board (CTB) members Mr. Layne, Mr. Ellis, and Mr. Miller briefed the HRTPO Board on the actions of the September 18, 2013 CTB meeting. They noted that 1) the relocated US Route 460 project had been given the name the Commonwealth Connector, 2) discussions have begun on working toward adding a parallel tunnel in the Thimble Shoals area, 3) GARVEE bonds have been approved for the Commonwealth Connector, Midtown Tunnel/Downtown Tunnel, and I-495 Express Lanes projects, and 4) new discussions have begun on hurricane preparedness due to changes in the guidance for determining the number of people that would have to be evacuated.
4. Virginia Department of Rail and Public Transportation Comments and Updates
Ms. Stock reported that the draft reports on the Statewide Rail Plan and the Performance-Based Operating Assistance Allocation Methodology were currently undergoing public review and comment. She noted that DRPT is starting work on a draft Freight Plan.
5. Military Liaisons Comments and Updates
Captain Clark reported that there is a new commander for Navy Region Mid-Atlantic – Rear Admiral Dixon Smith.
6. 2040 LRTP Visioning Survey Report
Dr. Ravanbakht briefed the HRTPO Board on the visioning survey conducted by HRTPO staff as part of the development of the Vision and Goals for the 2040 Long-Range Transportation Plan, noting it was a non-scientific survey. This item was under the Consent Agenda for approval.
7. Existing and Future Truck Delay in Hampton Roads
Mr. Belfield briefed the HRTPO Board on the analysis that identifies roadway segments that are expected to have the highest weekday truck delays in the future. This item was under the Consent Agenda for approval.
8. I-64 Peninsula Widening Project Briefing: VDOT
Mr. Utterback briefed the HRTPO Board on the project to improve the capacity of I-64 between Jefferson Avenue (Exit 255) and Route 199 (Exit 242). He noted that VDOT would provide a more in-depth report on the project at the November 2013 HRTPO Board meeting.
9. HB2313 HRTF Revenues: Resolution
Chair Ward led the discussion on a resolution to confirm the intent of the HRTPO Board regarding the use of Hampton Roads Transportation Fund revenues. This item was under the Consent Agenda (Item 12-K) for approval. Consent Agenda Item 12-K was approved by the HRTPO Board.

10. Public Comment Period
A resident from the City of Norfolk suggested that transportation plans should take into account that the younger generation expects different options than what has been available in the past. Another resident from Norfolk suggested that the HRTPO push for a determination of the particulars on what caused the September 11, 2013 traffic backups at the HRBT and MMMBT. He also noted that, with regard to expanding the light rail system, he expects that Virginia Beach will soon experience issues similar to those experienced by Norfolk.
