Recent federal legislation established that States and Metropolitan Planning Organizations (MPOs) will be required to prepare and use a set of federally-established performance measures and set targets. Each MPO will need to establish and approve initial regional performance targets in a number of areas including roadway safety, transit, bridge condition, pavement condition, roadway performance, and freight.
The HRTPO Board approved initial regional safety performance targets in early 2018 and Transit Asset Management targets at their August 2018 meeting. Initial targets for the other four areas must be established by each MPO by November 14, 2018.
A working group comprised of staff from localities, transit agencies, VDOT, and subject-matter experts was created to recommend HRTPO’s performance targets. Based on the recommendations of this working group and the Hampton Roads Transportation Technical Advisory Committee (TTAC), the HRTPO Board established the following regional 4-year targets at its October meeting:
Most of these targets are based on the statewide targets approved by the Commonwealth Transportation Board (CTB). However, two of the regional targets differ from the approved statewide targets. The regional target that was approved for the National Highway System (NHS) bridge deck area in good condition is based on maintaining the current percentage of bridges in Hampton Roads that are classified in good condition. The HRTPO target for the Truck Travel Time Reliability (TTTR) Index is based on applying a growth rate over four years to the current regional index (2.05) that matches the expected statewide growth rate in the TTTR.

HRTPO staff will also annually prepare a System Performance report that will detail the regional targets set by the HRTPO and the progress the region is making toward meeting these targets.
