1. CALL TO ORDER
The meeting was called to order by the Chair at 9:30 a.m.

3. APPROVAL OF AGENDA
The Chair suggested moving Item 11 to right after Item 7. The agenda was approved with
that change.

4. MINUTES
The minutes were approved with no changes.

5. FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) REVISION:
REQUEST TO REALLOCATE CMAQ FUNDS – NORFOLK
The TTAC approved the requested transfers of CMAQ funds and the associated TIP
Amendment.

6. FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) REVISION:
REQUEST TO REALLOCATE RSTP FUNDS – CHESAPEAKE
The TTAC approved the requested transfers of RSTP funds and the associated TIP
Amendment.

7. FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AMENDMENT:
VIRGINIA BEACH
The TTAC approved the requested TIP Amendment.

11. INDIAN RIVER ROAD/KEMPSVILLE ROAD NON-TRADITIONAL INTERSECTION
IMPROVEMENTS

8. VDOT 2010 PERFORMANCE AND FINANCIAL AUDIT
The TTAC took action recommending that the HRTPO offer its assistance to the State in its
efforts to develop a spending plan and to streamline review procedures. VDOT abstained
from the vote on this item.

9. 2034 LRTP PROJECT PRIORITIZATION: SCHEDULE
This item was for informational purposes only. The TTAC took no action on this item.

10. 2034 LRTP PROJECT PRIORITIZATION OUTREACH STRATEGY
The TTAC was asked to review the draft public outreach implementation plan and the draft
visualization webpage and to provide comments to HRTPO staff by October 20, 2010. The
TTAC took no action on this item.

12. REGIONAL PERFORMANCE MEASURES
The TTAC approved the draft list of Regional Performance Measures as attached to the
agenda and presented during the meeting, with the recommended addition of a financial
performance measure category.

16. OLD/NEW BUSINESS
There was a comment that it may be desirable for the TTS to convene in the near future to
discuss the CMAQ/RSTP process with regard to requests for large transfers of funds from one
project to another within a locality, as well as to formulate a plan on how to handle any
CMAQ or RSTP funds found to be available after the completion of work on the review of
unobligated CMAQ/RSTP funds.
