1. Call to Order
The meeting was called to order by the Chair at 10:39 a.m.
2. Resolution of Appreciation
The Board recognized James K. Spore, Virginia Beach City Manager, for his years of dedicated service to the City and the HRTPO Board.
3. Approval of Agenda
The Board approved the agenda with the exclusion of Item 17-I.
4. Executive Director Report
Mr. Robert Crum provided a brief summary of current work activities of the HRTPO, making particular note of the Joint HRTPO/HRPDC Legislative Forum to be held on December 16, 2015. Mr. Crum also mentioned that revised revenue projections for the 2040 Long-Range Transportation Plan (LRTP) will require an adjustment to the schedule for completing the 2040 LRTP.

5. Commonwealth Transportation Board Member Update
Mr. John Malbon was unable to attend the meeting.
6. Virginia Department of Transportation Update
Mr. James Utterback reported that the last two interstate rehabilitation projects, consisting of pavement work on I-64 and I-264, were completed. He also reported on Segments 1 and 2 of the project to widen I-64 on the Peninsula, stating that construction would soon be underway on Segment 1 and that procurement of a design-build contract for Segment 2 had begun.
7. Virginia Department of Rail and Public Transportation Update
Ms. Jennifer Mitchell reported that DRPT was close to completing a review of the Rail Enhancement Fund program and would provide a report to the CTB for expected approval in December.
8. Military Liaisons Updates
The military liaisons had no comments.
9. Hampton Roads Transportation Accountability Commission Update
Mr. Kevin Page reported on HRTAC efforts that were currently underway – in particular, work on a financial plan for construction of the regional priority projects.
10. HRTPO Legislative Ad-Hoc Committee Report
Mr. Robert Crum provided a briefing on the development of the HRTPO Legislative Agenda and presented a proposed resolution summarizing the Legislative Agenda for 2016. The Board requested a revision to the proposed Legislative Agenda to include an item regarding having more than one CTB member for Hampton Roads. This item was included in the meeting agenda for approval under item #17-E.
11. Passenger Rail and Public Transportation Updates
Ms. Jennifer Mitchell and Ms. Emily Stock provided a briefing on the status of freight and passenger rail projects throughout the state.
12. Hampton Roads Crossing Supplemental Environmental Impact Statement (SEIS) Update
Mr. Scott Smizik provided a briefing on the status of the HRCS SEIS.
13. Hampton Roads Bridge Tunnel (HRBT) Concept Scenarios
Dr. Robert Case provided a briefing on an HRTPO staff analysis of three concept scenarios developed for the HRBT within its existing right of way. The briefing included a review of capacity, impacts and costs for each concept scenario.

14. Public Comment Period (limit 3 minutes per individual)
A citizen from Norfolk expressed the importance of an issue described in a letter from the City of Poquoson, which requested support for an amendment to state code making it unlawful to operate a motor vehicle or boat on a flooded roadway or parking lot in such a manner as to create a wake that could cause damage to vehicles and property.
