Action Summary   Hampton Roads Transportation Planning Organization Board Meeting, November 17, 2010

1.    CALL TO ORDER
The meeting was called to order by the Chair at approximately 10:25 a.m.

2.    PUBLIC COMMENT PERIOD (Limit 3 minutes per individual)
Private Citizens from Virginia Beach, Newport News, Portsmouth, and Norfolk, and representatives from the Sierra Club addressed the HRTPO Board on the Transit Vision Plan and US Route 460.

3.    APPROVAL OF AGENDA
The Agenda was approved.

CONSENT AGENDA:
Agenda items under the Consent Agenda were approved by the HRTPO Board.

6.    2009 Socioeconomic Data by Transportation Analysis Zone: Final Report

REGULAR AGENDA:
7.    FY 2011 Budget Amendments
The HRTPO Board voted to approve the November budget amendments.
8.    HRPTO Board Bylaws: Amendment
The HRTPO Board voted to approve, effective January 2011, the following amendment to the HRTPO Board Bylaws:
5.01 Regular Meetings:  Regular meetings of the HRTPO Board shall be scheduled at 10:30 am to 12:30 pm on the 3rd Thursday of each month at a place to be determined by the HRTPO Chair.

9.  Virginia Association of Metropolitan Planning Organization Membership    
•    The HRTPO Board voted to approve the resolution to join the newly formed association
•    The HRTPO Board voted to appoint the HRTPO Vice Chair to be a member on the VAMPO Board of Directors.
•    The HRTPO Board voted to appoint Dwight Farmer, HRTPO Executive Director to be the alternate member on the VAMPO Board of Directors.

10.  2030 Long- Range Plan Amendment – US Route 460: VDOT
The HRTPO Board was briefed on the amendment of the 2030 LRTP to include construction improvements to the Route 460 corridor. 

11.  2034 Long-Range Transportation Plan: Project Selection and Prioritization
The HRPTO Board voted to develop a list of priorities for the region’s transportation system.  HRTPO Staff was asked to come back in December with a final draft of the project prioritization summary evaluation and scoring.

12.  Transit Vision Plan: Status Report
The HRTPO Board was given a status update of the Transit Vision Plan. The Draft document is scheduled for public review at two public meetings : November 30th in Newport News and December 1 in Norfolk.

This item was for informational purposes only.   The HRTPO Board took no action on this item.

14.  Public Comments
This item was for informational purposes only.  The HRTPO Board took no action on this item.

15.  For Your Information
This item was for informational purposes only.  Two handouts, one regarding the VDOT and DRPT FY 2012-FY 2017 Six Year Improvement Program kick off meeting in Richmond, and the other regarding the Southeastern Parkway/Greenbelt Termination of Environmental Review Process November 17 Federal Register, were provided to the HRTPO Board for their review.   The HRTPO Board took no action on this item.

16.  Old/New Business
There was one old/new business to report. General discussion on the role of PPTA, system-wide tolls, and public funding needed for the regional projects – Midtown Tunnel and MLK extension, Route 460, HRBT expansion, and Dominion Boulevard.
