The Hampton Roads Transportation Planning Organization (HRTPO) Unified Planning Work Program (UPWP) describes transportation planning work and associated funding for the Hampton Roads Metropolitan Planning Area (MPA). In addition to detailing the work associated with HRTPO core functions – the Long-Range Transportation Plan (LRTP), the Transportation Improvement Program (TIP), the Congestion Management Process (CMP), and Public Participation – the UPWP includes planning priorities identified by the HRTPO Board to ensure its vision and goals are addressed.
The response to the COVID-19 pandemic cancelled most regional meetings since mid-March of this year, and has limited opportunities for public comment, input, and review on HRTPO activities. In addition, the pandemic is expected to have an impact on federal, state, and local government revenues, which could have a direct effect on the HRTPO budget for fiscal year (FY) 2021. Given these issues, the HRTPO Board approved a four-month extension of the FY 2020 UPWP (July 1, 2020 through October 31, 2020) to allow for continued operations of the HRTPO until later in the year when it is anticipated that a more regular meeting and public participation schedule can be in place for consideration and adoption of the full update to the UPWP for Fiscal Year 2021.
The approved four-month extension of the existing FY 2020 UPWP allocates one third of the projected available FY 2021 HRTPO funding from all sources (less contingency reserve) to 14 current work tasks that are also proposed to continue into the new fiscal year. No work will be advanced on the four new work tasks proposed for FY 2021 during the first third of the year, but it is anticipated that these items can be completed during the remainder of FY 2021. The FY 2020 UPWP Extension also summarizes the specific work elements, end products, schedule, and budgets for each UPWP work task.
The draft FY 2020 UPWP Extension was made available for public review and comment from May 5, 2020 through May 18, 2020.
