Hampton Roads Regional Priority Projects: Status Update

The Virginia Department of Transportation (VDOT) provided an update on the Hampton Roads Regional Priority Projects to the HRTPO Board at the April 2017 Board meeting.  The Hampton Roads Regional Transportation Priority Projects were originally identified by the HRTPO Board at its October 17, 2013 meeting.  The projects were sequenced based upon their project readiness in February 2016 and subsequently included in the fiscally-constrained 2040 Long-Range Transportation Plan, approved by the Board at its July 2016 meeting.  The projects are listed by current status, estimated completion date, and estimated cost.

 

There are two projects under construction on the Peninsula and one on the Southside with an estimated cost totaling nearly $471 million.

 

  • I-64 Peninsula Widening – Segment 1 (Jefferson Ave. exit 255 to Rte. 238 exit 247)
    • Estimated completion: December 2017     Estimated cost: $123 million
  • I-64 Peninsula Widening – Segment 2 (Rte. 238 exit 247 to Rte. 199 exit 242)
    • Estimated completion: May 2019               Estimated cost: $189 million
  • I-64/I-264 Interchange – Phase 1 – I-64/I-264 Ramp Improvements
    • Estimated completion: October 2019         Estimated cost: $158 million

A Request for Proposals (RFPs) is scheduled to be issued for the I-64 Peninsula Widening – Segment 3 project in June 2017 and a project award is anticipated for the I-64 Southside Widening/High Rise Bridge project in the fall of 2017.

 

  • I-64 Peninsula Widening – Segment 3 (Rte. 199 exit 242 to Rte. 199 exit 234)
    • Estimated completion: 2022                       Estimated cost: $311 million
  • I-64 Southside Widening/High Rise Bridge – Phase 1 – 6-lane widening
    • Estimated completion: 2020                       Estimated cost: $600 million

 

Six projects are in various stages of the planning/preliminary engineering process.

 

  • I-64/I-264 Interchange – Phase 2 – I-264/Witchduck Rd. Interchange & ramp ext. (scheduled for advertisement June 2017)
    • Estimated completion: 2021                       Estimated cost: $190 million
  • I-64 Widening/Hampton Roads Bridge Tunnel (geotechnical/survey work in progress)
    • Estimated completion: 2024                       Estimated cost: $4 billion
  • Bowers Hill Interchange (operational analysis underway)
    • Estimated completion: 2031                       Estimated cost: $568 million
    • Estimated study completion: TBD               Estimated study cost: $4 million
  • U.S. Route 460/58/13 Connector (environmental process is underway)
    • Estimated completion: 2035                       Estimated cost: $368 million

 

 

 

  • Feasibility Study of Remaining HRCS SEIS Segments (I-664 from Hampton Coliseum to Bowers Hill including MMMBT, I-664/I-564 Connector, VA 164 Connector, and VA 164 widening from VA 164 Connector to I-664)
    • Estimated study completion: 2020             Estimated study cost: $7 million
  • I-64/I-264 Interchange – Phase 3 – Study remaining movements of I-64/I-264
    • Estimated study completion: 2020             Estimated study cost: $10 million

 

The Regional Priority Projects not included in VDOT’s recent update are listed in the fiscally-constrained 2040 Long-Range Transportation Plan.

 

  • Ft. Eustis Blvd. Interchange
    • Estimated completion: 2035                       Estimated cost: $297 million
  • I-64 Southside Widening/High Rise Bridge – Phase 2 – 8-lane widening
    • Estimated completion: 2031                       Estimated cost: $1.4 billion
