Hampton Roads Transportation Planning Organization Board Meeting
May 19, 2016

1.     Call to Order
  The meeting was called to order by the Chair at 10:44 a.m.
 
2.     Approval of Agenda
The Board approved the agenda.
 
3.     Executive Director Report
Mr. Robert Crum provided a brief summary of current work activities of the HRTPO, making particular note of a correspondence from the Virginia Department of Rail and Public Transportation concerning the recently submitted Intercity Passenger Rail and Operating Capital fund (IPROC) application for a Tier II EIS on passenger rail service between Hampton Roads and Richmond. He announced that a veteran staff member, Ms. Tara Walker, is the new DBE liaison officer for the HRTPO/HRPDC and that Ms. Amy Thurston is the new Community Outreach Planner for the HRTPO.

4.     Commonwealth Transportation Board Member Update
Mr. John Malbon reported that at the most recent CTB meeting, the HB2 process was reviewed and suggestions for improving the process for the next cycle were considered.  He noted that the Draft Six-Year Improvement Plan (SYIP) was presented and that the Hampton Roads District fared well.
 
5.     Virginia Department of Transportation Update
Mr. James Utterback provided updates on the progress of the I-64 Peninsula Widening (Segments 1-3), the I-64/I-264 Interchange, the I-64 Southside Widening/High Rise Bridge, Terminal Boulevard Reconstruction, and the I-564 Intermodal Connector projects.
 
6.     Virginia Department of Rail and Public Transportation Update
Ms. Jennifer Mitchell was unable to attend the meeting.
 
7.     Virginia Port Authority Update
Ms. Cathie Vick provided updates on the potential impact to freight carriers stemming from the Terminal Boulevard Reconstruction and the I-564 Intermodal Connector projects. She announced that the Fast Lane application for the Hampton Roads Western Freight Gateway project (SR 164) is moving through the review process at the federal level.
 
8.     HRT and WATA Updates
Mr. William Harrell of HRT announced that a “Transit Means Business” forum will be held at the Sandler Center in Virginia Beach on May 27, 2016 from 8-11 am. He encouraged the Board and other stakeholders to attend.
 
Mr. Todd Tyree of WATA announced that there will be changes to the current bus routes and that a series of public hearings will be held in the near future on this item.   
 
 
9.     Citizen Transportation Advisory Committee Update
Mr. Greg Edwards, CTAC Chair, announced that CTAC members had the opportunity to participate in the FHWA Quadrennial Review of the HRTPO recently and that the CTAC endorsed a resolution supporting the draft list of projects in the HRTPO 2040 Long-Range Transportation Plan (LRTP).
 
 
10. Military Liaisons Updates
Capt. McDaniel announced that Capt. Pat Rios is retiring after 30 years of service.
 
Lt. Col. Norton had no comments or updates.
 
 
 
11. I-64 HOV to HOT Conversion Study Update
Mr. James Utterback provided a briefing on the feasibility study to convert I-64 HOV to HOT lanes on the Southside. He noted that the final report on the study will be available in June 2016.
 
12. Sea Level Rise and Storm Surge Impacts to Roadways in Hampton Roads
Mr. Sam Belfield briefed the Board on a study conducted with GIS-based flooding vulnerability analysis for potential sea level rise and storm surge impacts to regional roadways by 2045 (next Long-Range Transportation Plan horizon year). This item was included in the meeting agenda for approval under item #18-F.
 
13. FY 2017 HRTPO Budget
Ms. Nancy Collins briefed the HRTPO Board on the FY 2017 HRTPO Budget. She outlined that there was an 8.6% decrease in the total budget over FY 2016. The decrease in the FY 2017 Budget is due to grant reductions in UASI, MMRS, Planning and Environmental, and transportation funding. This item was included in the meeting agenda for approval under item #18-D.
 
14. FY 2017 Unified Planning Work Program
Dr. Camelia Ravanbakht briefed the HRTPO Board on the FY 2017 Unified Planning Work Program (UPWP), noting that the UPWP describes regional transportation planning activities to be performed by the HRTPO, transit operators, and VDOT. She highlighted notable activities in the FY 2017 UPWP. This item was included in the meeting agenda for approval under item #18-E.
 
ACTION ITEMS AGENDA
 
15. Public Comment Period (limit 3 minutes per individual)
A citizen from Virginia Beach commented on the HRTPO 2040 LRTP focusing on the study related projects contained within the plan.
 
A citizen from Portsmouth commented on lines of communication between stakeholders and amendments to the HRTPO FY 2015 – 2018 Transportation Improvement Program (TIP).
 
A citizen from Virginia Beach expressed his concerns on sea level rise, the State FY 2017 Budget, and HOV to HOV conversions.
 
A citizen from Norfolk encouraged all in attendance to read the Sea Level Rise and Storm Surge Impacts to Roadways in Hampton Roads report that was presented under item #12.
