1. Call to Order
The meeting was called to order by the Chair at 9:34 a.m.
2. Approval of Agenda
The agenda was approved.
The HRTPO Board took a moment of silence to recognize the loss of Mr. Richard Case, HRTPO Facilities Superintendent, who died as a result of a motorcycle accident that occurred on his way to work on April 25, 2014.

3. Commonwealth Transportation Board Member Comments and Updates
No CTB members were in attendance.
4. Virginia Department of Transportation Comments and Updates
Mr. Utterback stated that work is underway at the High-Rise Bridge and in the westbound direction at the Downtown Tunnel that will require closure of those facilities during the weekend.
5. Virginia Department of Rail and Public Transportation Comments and Updates
Ms. Mitchell stated that work is continuing on the Tier II EIS for the Richmond to Potomac rail section. She also stated that DRPT is working with Newport News on cost estimates for the multimodal rail station project and with TRAFFIX on their van program.
6. Military Liaisons Comments and Updates
None.
7. CTAC: Action on Route 460
CTAC Chair Watkins-White presented a CTAC Resolution of Support of the HRTPO Board endorsement of the Commonwealth Connector project.
8. HRTPO Prioritization Process: 2040 LRTP Candidate Projects and Forecasted Revenues
Dr. Ravanbakht provided the HRTPO Board with an overview of the 2040 Long-Range Transportation Plan (LRTP) development process, noting that a list of more than 200 candidate projects has been assembled and that staff will now begin evaluating each candidate project using the HRTPO Project Prioritization tool. She further noted that the forecasted revenues for the 2040 LRTP have now been provided by the VDOT Financial Planning Division.
9. Congestion Management Process – The State of Transportation in Hampton Roads: Draft
Mr. Nichols briefed the HRTPO Board on the latest State of Transportation report, noting that the report is prepared annually. He further noted that the draft report is undergoing public review through May 21 and that the final report will be on the HRTPO Board agenda for approval in June 2014.
10. Draft FY 2015-2018 Transportation Improvement Program
Mr. Kimbrel briefed the HRTPO Board on the development of the Draft FY 2015-2018 TIP – the first full update of the TIP since the current document was approved by the HRTPO Board in June 2011. He noted that the draft TIP is undergoing public review in May and June and that the final document will be on the HRTPO Board agenda for approval in July 2014.

11. Public Comment Period
A citizen of Portsmouth stated that transportation planning must deal with all modes and that he was pleased to see public transportation and bicycle/pedestrian projects mentioned in the presentation on the Draft TIP. He noted the importance of making optimal use of transportation funds. A citizen of Norfolk expressed concern about the likelihood of a hot summer and stated it will be important to ensure that there are enough highway assistance personnel to assist people stranded on the region’s roadways. He further stated that communities should monitor the status of seniors as they deal with the hot weather.

The chair noted one submitted public comment that was handed out during the meeting.

The HRTPO Board approved the Consent Agenda items.

Mr. Farmer noted that the Hampton Roads Transportation Fund Monthly Financial Report included under Item A was a bit dated since updated information had not been received due to the HRTPO Board meeting falling earlier in the month than usual.
