HRTPO staff regularly highlights a project that is currently being implemented within the Hampton Roads region. The Nike Park Road Extension project in Isle of Wight County is a new one-mile, two lane road that will connect Reynolds Drive to a new intersection on US Route 17 (Carrollton Boulevard). The project will also include intersection improvements at Reynolds Drive, along with a signalized intersection and additional turn lanes at Route 17. A 10-foot-wide multi-use path will be constructed parallel to the new roadway thus enhancing multimodal improvements along the corridor.
The project arose from a study conducted on the Brewers Neck Corridor in 2014 indicating that a more direct route to Route 17 would not only benefit the County, but would also improve safety on Titus Creek Drive and Reynolds Drive by reducing the number of vehicles on these roads traveling to Route 17 (Carrolton Boulevard).
The new roadway will be funded through the SMART SCALE Process. SMART stands for the System for the Management and Allocation of Resources for Transportation, while SCALE refers to the six evaluation factors of Safety, Congestion mitigation, Accessibility, Land use, Economic development, and the Environment. SMART SCALE is a statewide program that distributes funding based on a transparent and objective evaluation of projects that determine how effective projects will assist the state to achieve its transportation goals.
The cost estimate for the project is approximately $22 million. The project is currently in the Right of Way phase and construction is scheduled to begin in early 2024 with the new roadway open to the public in 2025.
