The Hampton Roads Transportation Planning Organization Board approved the Fiscal Year (FY) 2024-2027 Transportation Improvement Program (TIP) on May 18, 2023. Every transportation related project in the region can be found in the TIP. The FY 24-27 TIP has a total funding amount of $2.8 Billion and includes over 260 transportation projects in the region. Upon Federal approval, the new TIP will go into effect on October 1st, 2023.
One of the major projects under construction is the Hampton Roads Bridge Tunnel (HRBT) Expansion project. At a total cost of $3.8 Billion, the HRBT project will create more reliable travel through the major connector between the Southside and Peninsula of Hampton Roads.
The projects within the TIP receive their funding from many different sources such as local, regional, and Federal. A breakdown of significant sources of funding in the TIP is shown below. The Hampton Roads Transportation Accountability Commission (HRTAC) makes up the majority of the funding for projects. There are other funding sources such as Congestion Mitigation and Air Quality (CMAQ) and Regional Surface Transportation Program (RSTP), which are Federal funding programs to address transportation project needs in the region. As well as state funding programs such as State Transportation Fund (STF) or Revenue sharing (RS) and Local Funding (LOC).
The FY 2024-2027 TIP has a total of 268 transportation projects within the Hampton Roads Region. There is a wide variety of project types within the FY 24-27 TIP including Bridge Rehabilitation/Replacement, Facilities for Bike and Pedestrian, Roadway Reconstruction with Added Capacity, and Traffic management as well as others. The current FY21-24 TIP can be found on the HRTPO TIP website (https://www.hrtpotip.org/). This website includes a search feature for users to find information on specific projects. When the FY 24-27 TIP goes into effect on October 1st, 2023 the HRTPO TIP website and interactive map will be updated accordingly.
