Action Summary: Hampton Roads Transportation Planning Organization Board Meeting, June 16, 2011

1.    CALL TO ORDER
The meeting was called to order by the Chair at approximately 10:30 a.m.

2.    PUBLIC COMMENT PERIOD
A private citizen from the City of Virginia Beach addressed the HRTPO Board regarding Agenda Item #16 – Missed Opportunities – Transit and Jobs in Metropolitan America.

3.    COMMONWEALTH TRANSPORTATION BOARD MEMBER COMMENT PERIOD
Mr. Aubrey Layne and Mr. W. Sheppard Miller addressed the HRTPO Board regarding the approval of the FY 2012-2017 Six-Year Improvement Program, Budget, CMAQ project eligibility and the continuation of MPO participation with the CTB.

4.    SUBMITTED PUBLIC COMMENTS
There were no submitted public comments.

5.    APPROVAL OF AGENDA
Agenda Item #8 – FY 2009-2012 Transportation Improvement Program Amendment: Additional CMAQ and RSTP Allocations  was moved from the Consent Agenda to the Regular Agenda.

CONSENT AGENDA:
Agenda items under the Consent Agenda were approved by the HRTPO Board.

REGULAR AGENDA:
8.    FY 2009-2012 Transportation Improvement Program Amendment: Additional CMAQ and RSTP Allocations
The HRTPO Board approved a substituted recommendation for the transfer of a combination of available prior year CMAQ and RSTP funds totaling $3,876,390 to the Norfolk LRT project (UPC#T1822).

11.    HRTPO FY 2012 Operating Budget
The HRTPO Board approved the HRTPO FY 2012 Operating Budget.

12.    HRTPO 2034 Long-Range Transportation Plan: Final List of Projects for Air Quality Conformity
The HRTPO Board approved the 2034 Long-Range Transportation Plan final list of projects for air quality conformity analysis.

13.    FY 2012 Unified Planning Work Program: Final Report
The HRTPO Board approved the HRTPO FY 2012 Unified Planning Work Program.

14.    FY 2012-2015 Transportation Improvement Program: Final Report
The HRTPO Board approved the FY 2012-2015 Transportation Improvement Program.

15.    Hampton Roads Bridge-Tunnel Environmental Impact Statement
