1.        CALL TO ORDER

The meeting was called to order by the Chair at 9:37 a.m.
2.        PUBLIC COMMENT PERIOD (Oral comments - Limit 3 minutes per individual)
There were no speakers.
3.        SUBMITTED PUBLIC COMMENTS (Written comments included in agenda packet)
There were no submitted public comments. 
4.        APPROVAL OF AGENDA
Mr. King requested an additional item to be added to the agenda after Item 6 to briefly discuss recent actions by the Transportation Technical Subcommittee in recommending additional allocations of CMAQ and RSTP funds.  Mr. King moved to approve the agenda with that one amendment.  Mr. Cross seconded the motion and it passed unanimously.
5.        MINUTES
Mr. Walton move to approve the minutes as written.  Mr. Hartman seconded the motion and it passed unanimously.
6.        FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT: PORTSMOUTH
Mr. Hartman explained the amendment request and moved approval of the TIP Amendment.  Mr. Schnaufer seconded the motion and it passed unanimously.
New
Item    TRANSPORTATION TECHNICAL SUBCOMMITTEE (TTS) – ADDITIONAL ALLOCATION OF CMAQ AND RSTP FUNDS
Mr. Kimbrel briefed the TTAC on the recommendations of the TTS from the subcommittee’s meeting of May 6, 2011 regarding the allocation of additional CMAQ and RSTP funds that were reported to be available by VDOT staff via a May 3, 2011 email message.  Mr. King moved approval of the TTS recommendations.  Mr. Lewis seconded the motion and it was passed unanimously.
7.        HRTPO FY 2012 UNIFIED PLANNING WORK PROGRAM: FINAL REPORT
Ms. Ravanbakht noted that the TTAC had received a presentation on the draft FY 2012 UPWP during its May 2011 meeting and that the final document had been revised to address comments received on the previous drafts.  Mr. Allsbrook moved approval of the HRTPO FY 2012 UPWP.  Mr. Hartman seconded the motion and it passed unanimously.
8.        AIR QUALITY CONFORMITY ANALYSIS – HRTPO FY 2012-2015 TIP: FINAL REPORT
Mr. Voigt briefed the TTAC on the conformity analysis, noting the FY 2012-2015 TIP had been found to be in conformity with applicable air quality regulations. Mr. Hartman moved approval of the Conformity Analysis & Findings.  Mr. Stringfield seconded the motion and it passed unanimously.
9.        FY 2012-2015 TRANSPORTATION IMPROVEMENT PROGRAM: FINAL REPORT
Ms. Ravanbakht noted that the TTAC had received a presentation on the draft FY 2012-2015 TIP during its May 2011 meeting and that the final document had been revised to address comments received on the previous drafts.  Mr. Cross moved approval of the FY 2012-2015 TIP.  Mr. Cannady seconded the motion and it passed unanimously.
10.        HRTPO 2034 LRTP: FINAL LIST OF PROJECTS FOR AIR QUALITY CONFORMITY ANALYSIS
Ms. Stith briefed the TTAC on the final list of projects to be used in the air quality conformity analysis of the HRTPO 2034 LRTP.  Mr. Slaughter moved approval of the List of Projects.  Mr. Schnaufer seconded the motion and it passed unanimously.
11.        CLIMATE CHANGE: ADAPTION OF CONCEPTUAL MODEL FOR PILOTS
Mr. Fitch of the Virginia Center for Transportation Innovation and Research, and Dr. Clarens, a professor in the Civil and Environmental Engineering department at the University of Virginia briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.
12.        US ROUTE 460 CORRIDOR STUDY – ISLE OF WIGHT COUNTY: DRAFT REPORT
Ms. Shealey briefed the TTAC on the draft report and requested that comments on the study be submitted to HRTPO staff by COB on Wednesday, June 15, 2011.  The TTAC took no action.
13.        REGIONAL LAND USE MAP: FINAL REPORT
Mr. Perez briefed the TTAC on the final report.  Noting his appreciation of the work done to produce the Regional Land Use Map, Mr. King moved approval of the Final Report.  Mr. Cannady seconded the motion and it passed unanimously. 
14.        MISSED OPPORTUNITIES – TRANSIT AND JOBS IN METROPOLITAN AMERICA
Mr. Nichols briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.
15.        HIGHWAY DISCRETIONARY GRANTS PROGRAM
This item was provided for informational purposes and the TTAC took no action.
16.        TTAC ACTION ITEMS: THREE-MONTH TENTATIVE SCHEDULE
This item was provided for informational purposes and the TTAC took no action.
17.        FOR YOUR INFORMATION
Ms. Ravanbakht noted that two public meetings on the HRTPO 2034 LRTP are scheduled this month.  The first is scheduled for Thursday, June 23, 2011 at the Regional Boardroom, 723 Woodlake Drive, Chesapeake, VA.  The second is scheduled to for Thursday, June 30, 2011 at the Williamsburg Main Library.  Both meetings will run from 5:00 p.m. to 7:00 p.m.  The TTAC took no action.

There was no old or new business.  The TTAC took no action on this item.
