The HRTPO has updated its Title VI and LEP Plan. The Plan is designed as a resource for the HRTPO Board, staff, and general public to better understand the federal mandates that guide the HRTPO public participation and Title VI efforts and address the responsibilities of the HRTPO under Title VI of the Civil Rights Act of 1964. Additionally, the plan outlines a strategy for the HRTPO to implement when working with all populations in Hampton Roads.
Because the Title VI/LEP Plan is a living document that reflect changes in Federal law and mandates and new approaches to the transportation planning process, its necessary for it to be current and up-to-date. This Plan provides an overview of Environmental Justice and Limited English Proficiency (LEP) concepts, definitions of Title VI and associated nondiscrimination acts, and how Title VI, Environmental Justice, and LEP are each integrated into all transportation plans and programs. Environmental Justice regulations and outreach strategies for minority, low-income, and LEP populations are also included within the HRTPO Public Participation Plan, which is scheduled to be updated in fall 2017.
