3. Commonwealth Transportation Board Member Comments and Updates
Mr. Malbon stated there was discussion on the Route 460 project, HB2 related prioritization work, and concerns about the status of the federal reauthorization for transportation during the July 18, 2014 CTB meeting.
4. Virginia Department of Transportation Comments and Updates
Mr. Utterback stated that pavement work is continuing on I‐64 and I‐264.
5. Virginia Department of Rail and Public Transportation Comments and Updates
Ms. Inman stated that DRPT is continuing work with Newport News to help advance the new rail station.
6. Military Liaisons Comments and Updates
Captain Clark noted that changes in gate operations at Naval Base Norfolk were underway and that the Navy would be working with VDOT to help get the word out on possible effects on traffic in the area.
7. HRTPO 2014‐2015 Officer Elections: Nominating Committee Appointments
Chair Price requested that the same members who previously served on the Nominating Committee reconvene to prepare a slate of candidates for HRTPO Chair, Vice‐Chair, and Secretary to be brought back to the HRTPO Board in October.
8. FY 2015 Budget – Staff Performance Compensation
Chair Price noted that the combined HRPDC/HRTPO Personnel and Budget Committee had met earlier this morning on this topic and had recommended a two percent salary adjustment for HRTPO staff. This item was included in the Consent Agenda for approval.
9. Pavement Performance Measurement in Hampton Roads
Dr. Case briefed the HRTPO Board on the Pavement Performance Measurement in Hampton Roads final report.
10. Hurricane Evacuation
Mr. Brown provided the HRTPO Board with an update on the Governor’s directive for the In‐Season Hurricane Review, noting that a final report is due to the Governor on August 15, 2014.

11. Public Comment Period
A citizen of Chesapeake spoke about using a value per mile criterion for evaluating projects for funding by the HRTAC.
A citizen of Norfolk spoke on concerns related to potential risks if fracking is allowed to occur in Virginia.
A citizen of Poquoson spoke on incorporating electric vehicle charging infrastructure in regional plans.
A citizen of Virginia Beach spoke on planning for new jobs and new vehicle fuel technologies.

Chair Price noted the two submitted public comments included in the agenda packet.
13. FY 2015‐2018 Transportation Improvement Program and Certification of the Transportation Planning and Programming Process
The HRTPO Board approved a Resolution (2014‐04) approving the FY 2015‐2018 TIP and the accompanying Certification of the Transportation Planning and Programming Process.
14. Approval of Consent Items
The HRTPO Board approved the Consent Agenda items.
