1.    CALL TO ORDER
The meeting was called to order by the Chair at 9:46 a.m. (following the ICG meeting).

2.    PUBLIC COMMENT PERIOD
(Oral comments - Limit 3 minutes per individual)
There were no speakers.

3.    SUBMITTED PUBLIC COMMENTS
(Written comments included in agenda packet)
The chair noted submitted public comments in the form of a handout during the meeting.

4.    APPROVAL OF AGENDA
The Chair noted a request to add an item under New Business to discuss a VDOT study regarding Policy Options for Secondary Road Construction and Management in the Commonwealth of Virginia.  Mr. Hicks moved to add the item under New Business.  Mr. Danker seconded the motion and it passed unanimously.

5.    MINUTES
Mr. Schnaufer moved to approve the minutes as written.  Mr. Pullen seconded the motion and it passed unanimously.

6.    NOMINATING SUBCOMMITTEE

Mr. Hennessee moved to reinstate the Nominating Subcommittee and appoint Ms. Waterman to fill the vacancy on the subcommittee.  Mr. Jackson seconded the motion and it passed unanimously.

7.    FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT: HRT

Ms. Waterman explained the amendment request and moved approval of the TIP Amendment.  Mr. Raliski seconded the motion and it passed unanimously.

8.    US ROUTE 460 CORRIDOR STUDY – ISLE OF WIGHT COUNTY: FINAL REPORT
Mr. Stallings moved approval of the final report.  Mr. Hartman seconded the motion and it passed unanimously.

9.    2011 CMAQ/RSTP PROJECT SELECTION PROCESS
Mr. Kimbrel briefed the TTAC on the opening of the 2011 CMAQ/RSTP Project Selection Process and showed the updated guidance documents, application forms, and schedule on the HRTPO website.  This item was for informational purposes and the TTAC took no action.

10.    MILITARY TRANSPORTATION NEEDS STUDY – HIGHWAY NETWORK ANALYSIS: DRAFT REPORT

Mr. Belfield briefed the TTAC on the draft report and requested that comments on the study be submitted to HRTPO staff by COB on Wednesday, July 20, 2011.  This item was for informational purposes and the TTAC took no action.

11.    TRAFFIC IMPACT OF A HYPOTHETICAL INLAND PORT IN HAMPTON ROADS: DRAFT REPORT

Mr. Nichols briefed the TTAC on the draft report and requested that comments on the study be submitted to HRTPO staff by COB on Wednesday, July 20, 2011.  This item was for informational purposes and the TTAC took no action.

12.    VDOT LOCAL ASSISTANCE PROGRAM UPDATE

Mr. Este briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.

13.    MOVES2010 MOTOR VEHICLE EMISSIONS MODEL

Mr. Ponticello briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.

14.    VIRGINIA STATEWIDE MULTIMODAL FREIGHT STUDY – PHASE II

Mr. Johnson briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.

15.    PORT OF VIRGINIA AIR PROGRAM

Ms. Wood briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.

16.    TRAFFIC PERFORMANCE MEASURES: SEMI-ANNUAL REPORT
Mr. Hodges briefed the TTAC on this item.  This item was for informational purposes and the TTAC took no action.

17.    2011 AMPO ANNUAL CONFERENCE
Ms. Ravanbakht briefed the TTAC on this item and encouraged TTAC members to consider attending the conference.  This item was for informational purposes and the TTAC took no action.

18.    TTAC ACTION ITEMS: THREE-MONTH TENTATIVE SCHEDULE

19.    CORRESPONDENCE OF INTEREST

The Chair noted a June 9, 2011 letter from Virginia Secretary of Transportation, Sean Connaughton, included in the agenda packet.  This item was for informational purposes and the TTAC took no action.
