The meeting was called to order by the Chair at 12:28 p.m.
Mr. Robert Crum, HRTPO Executive Director, welcomed members from the Hampton Roads Transportation Accountability Commission (HRTAC) to the meeting.
2. Approval of Agenda
The HRTPO Board unanimously approved the agenda as written.
3. Public Comment Period (limit 3 minutes per individual)
A citizen from Portsmouth expressed concern regarding both the impending toll increase by Elizabeth River Crossings (ERC) at the Portsmouth tunnels and the overall ERC Agreement.
A citizen from Newport News expressed his appreciation to Virginia Senator Frank Wagner and Delegate Chris Jones for their communication of the General Assembly’s position to the Commonwealth by stating that the Hampton Roads Transportation Fund (HRTF) should not be used as the source to fund the maintenance/replacement of the south trestles on the Hampton Roads Bridge Tunnel (HRBT).
4. Briefing by Secretary of Transportation Shannon Valentine
Secretary Valentine briefed the Board regarding the funding options available to the State for the replacement of the south trestles on the Hampton Roads Bridge Tunnel.
5. HRBT Discussion Items – Concurrent with the Hampton Roads Transportation Accountability Commission (HRTAC)
A. HRBT Decision Making Critical Path – Mr. Robert Crum, HRTPO Executive Director, and Mr. Kevin Page, HRTAC Executive Director, presented a six-month timeline regarding critical decisions related to the I-64 HRBT Expansion Project.
B. Operational Analyses of Proposed High-Occupancy Toll (HOT) Lanes at the HRBT and High-Rise Bridge Projects: Mr. Christopher Hall, VDOT Hampton Roads District Engineer, briefed the members on the current and proposed Express HOT Lane Facilities.
C. Update on the HRTAC Plan of Finance and I-64 New Capacity Expansion: Mr. Kevin Page, HRTAC Executive Director, briefed the members on the current funding plan regarding the HRBT New Capacity Expansion project and the HRTPO Transportation improvement Program (TIP) Amendment that must be approved in order for the project to move forward.
D. Operational Analysis for a Proposed High Occupancy Toll Lane (HOT) Network throughout Hampton Roads: Mr. Christopher Hall, VDOT Hampton Roads District Engineer, briefed the members regarding this topic.
ACTION ITEMS
6. FY 2018-2021 Transportation Improvement Program (TIP) Amendment for two Laskin Road Projects in Virginia Beach (UPC 111711 and UPC 12546).
7. FY 2018-2021 Transportation Improvement Program (TIP) Amendment for the I-64 Hampton Roads Bridge-Tunnel Expansion Project.
The HRTPO Board unanimously approved Action items #6 and #7.
