Draft FY 2018-2021 Transportation Improvement Program

HRTPO staff, in coordination with the Virginia Department of Transportation (VDOT), the Virginia Department of Rail and Public Transportation (DRPT), and the local public transportation agencies, is developing the HRTPO FY 2018-2021 Transportation Improvement Program (TIP).  This work represents a full update of the TIP – the previous full update (FY 2015-2018) was approved by the HRTPO Board in July 2014.  The new TIP is scheduled to go into effect on October 1, 2017.  The draft FY 2018-2021 TIP will be made available on the HRTPO website for public review and comment from February 1, 2017 – March 1, 2017.


The HRTPO TIP is a financially-constrained, multi-year program for the implementation of surface transportation projects within the Hampton Roads metropolitan planning area (MPA).  In accordance with Federal regulations, the TIP must contain all federally funded and/or regionally-significant projects that require an action by the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA).  Before any such project can be conducted or constructed in the MPA, it must be included in a current TIP that has been approved by the HRTPO Board.
