SMART SCALE: Round Three Scores Released

Virginia’s SMART SCALE is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia.  In the SMART SCALE prioritization process, transportation projects are scored based on an objective, outcome-based process that is transparent to the public and allows decision-makers to be held accountable to taxpayers.  The Commonwealth Transportation Board (CTB) uses the project score information resulting from SMART SCALE to help select the right projects for funding.

The Commonwealth Transportation Board (CTB) released draft SMART SCALE Round 3 project scores on January 15, 2019. Transportation project applications are submitted biennially by localities, regional entities, and metropolitan organizations and scored based on factors including safety improvements, congestion reduction, accessibility, land use (in larger regions), environmental quality, and economic development. The CTB will announce the final funding decisions on projects that will be included in the Six-Year Improvement Program (SYIP) in June 2019.

The current schedule for the development of the FY 2020-2025 SYIP is as follows:

February - CTB meeting –Review of recommended projects.

March/April - CTB to develop potential revisions to staff recommended funding   scenario.

April/May - Public hearings on recommended funding scenario and any potential revisions.

May - CTB meeting –Revised funding scenario developed.

June - CTB meeting –Adoption of Six-Year Improvement Program, including projects and funding resulting from the SMART SCALE process.
