1. CALL TO ORDER
The meeting was called to order by the Chair at 9:48 a.m.

4. APPROVAL OF AGENDA
Mr. Gey moved that Item 13 be moved up in the agenda to just before Item 8. Ms. Akan
seconded the motion and it was approved.

5. MINUTES
The minutes were approved with no changes.

6. FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) AMENDMENT:
SUFFOLK
The TTAC approved the TIP Amendment.

7. FY 2009-2012 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) REVISION:
REALLOCATION OF RSTP FUNDS – HRT
The TTAC approved the reallocation of RSTP funds and the associated TIP Amendment.

13. PRELIMINARY ENGINEERING PROJECTS IN THE LONG-RANGE TRANSPORTATION
PLAN: FHWA
This item was for informational purposes only. The TTAC took no action on this item.

8. 2030 LONG-RANGE TRANSPORTATION PLAN AMENDMENT – SKIFFES CREEK
CONNECTOR: JAMES CITY COUNTY
The TTAC recommended changing the scope of the U.S. Route 60 Relocated project (UPC#
13496) already included in the 2030 LRTP Amendment to include the Skiffes Creek Connector
as a PE and RW Only project as opposed to adding the Skiffes Creek Connector to the 2030
LRTP as a stand-alone project. The TTAC approved the amendment to the 2030 LRTP as
recommended.

9. REVIEW OF UNOBLIGATED CMAQ/RSTP FUNDS: STATUS REPORT
The TTAC recommended scheduling a meeting of the Transportation Technical Subcommittee
(TTS) in January 2011 to discuss strategies for the reallocation of CMAQ and RSTP funds
found to be available for transfer as a result of the reconciliation process. HRTPO staff will
follow up on scheduling the TTS meeting.

10. FY 2012 UNIFIED PLANNING WORK PROGRAM: REVIEW OF REGIONAL PLANNING
PRIORITIES
It was requested that TTAC members review the FY 2011 Regional Planning Priorities for
applicability to the FY 2012 UPWP and submit comments to HRTPO staff by December 15,
2010. The TTAC took no action on this item.

11. TRANSPORTATION PROJECT PRIORITIZATION: PROJECT EVALUATION AND SCORING
The TTAC approved the Draft Prioritization of Transportation Projects: Project Evaluation
and Scoring” report.

12. CONGESTION MANAGEMENT PROCESS – THE STATE OF TRANSPORTATION IN
HAMPTON ROADS: DRAFT REPORT
It was requested that the TTAC review the draft report and submit comments to HRTPO staff
by December 15, 2010. The TTAC took no action on this item.

14. DOWNTOWN TUNNEL CEILING REMOVAL PROJECT: VDOT
This item was for informational purposes. The TTAC took no action on this item.

15. EAST COAST GREENWAY AND SOUTH HAMPTON ROADS TRAIL
This item was for informational purposes. The TTAC took no action on this item.
