Non-Drivers are persons who--for whatever reason (legal, physical, financial)--do not consider themselves to be drivers. It is assumed that non-drivers do not have a driver's license. Some non-drivers, of course, live in households without vehicles, but the majority of adult non-drivers in Hampton Roads live in households with vehicles.
