SMART SCALE Round 4 – Project Selection and Funding Allocations

Virginia’s SMART SCALE is about investing limited tax dollars in the right projects that meet the most critical transportation needs in Virginia.  In the SMART SCALE prioritization process, transportation projects are scored based on an objective, outcome-based process that is transparent to the public and allows decision-makers to be held accountable to taxpayers.  The Commonwealth Transportation Board (CTB) uses the project score information resulting from SMART SCALE to help select the right projects for funding.

The Commonwealth Transportation Board (CTB) approved the SMART SCALE Round 4 projects and funding at their meeting on May 19, 2021. Transportation project applications are submitted biennially by localities, regional entities, and metropolitan organizations and scored based on factors including safety improvements, congestion reduction, accessibility, land use (in larger regions), environmental quality, and economic development. The CTB announced the final funding decisions on projects included in the Six-Year Improvement Program (SYIP) in June 2021. The total SMART SCALE awards by Construction District are listed in Table 1:

The Hampton Roads Construction District was awarded funding on 24 projects totaling over $168 million (see Table 2). The projects that were selected for funding in Hampton Roads represent an investment in a diverse multimodal system. The breakdown of the project types selected include: 6 intersection improvement, 5 transit, 3 active transportation, 3 highway, 5 corridor improvement, 1 interchange, and 1 signalization.
