3. Commonwealth Transportation Board Member Comments and Updates
Commonwealth Transportation Board (CTB) members Mr. Layne and Mr. Ellis briefed the HRTPO Board on the actions of the April 17, 2013 CTB meeting. They stated that the CTB approved authorization to enter into a Memorandum of Agreement between VDOT, the Department of the Navy, and FHWA for construction of the I-564 Intermodal Connector and other related improvements in Norfolk. In addition, they noted that the CTB approved (as an administrative action) a resolution to selecting the Alternative 1 (a combination of Alternative 1A and 1B) as the Preferred Alternative for the I-64 Peninsula DEIS, subject to receiving input from the HRTPO and Richmond MPO at a later date. Lastly, they noted that the CTB authorization to enter into a Memorandum of Agreement between VDOT and the Department of the Army to removal munitions at and in association with the Gilmerton Bridge Replacement Project.
4. Virginia Department of Rail and Public Transportation Comments and Updates
Ms. Drake reported that the HB 2313 legislation will provide a dedicated source of funding for the Intercity Passenger Rail Operating and Capital Fund (IPROC), which will allow the continuation and expansion of passenger rail, specifically mentioning the addition of trains 2 and 3 for the Norfolk-Washington route, as well as the capital funds for the track performance improvements to the Newport News-Richmond route. In addition, Ms. Drake noted that HB 2313 revenues will provide additional funding for transit services.
5. Military Liaisons Comments and Updates
Lt. Col. Jansen stated that Col. Korvin D. Auch will relinquish command of the 633rd Air Base Wing to Col. John J. Allen Jr., senior military assistant to the Assistant Secretary of the Air Force for Installations, Environment and Logistics on April 22, 2013. In addition, Lt. Col. Jansen noted that Joint Base Langley-Eustis has experienced minor impacts from the construction of the Fort Eustis Boulevard Bridge Replacement project over the CSX Railway near Warwick Boulevard. Captain Culler stated he was pleased with the actions of the CTB to enter into a Memorandum of Agreement between VDOT, the Department of the Navy, and FHWA for construction of the I-564 Intermodal Connector and other related improvements in Norfolk. Captain Culler also noted that there are more ships than usual in port at Naval Station Norfolk and the installation is implementing strategies to alleviate congestion such as staggering hours.
6. HB 2313 Transportation Revenues
Mr. Farmer briefed the HRTPO Board on the possible impacts to the HRTPO Board membership associated with the regional component of HB2313 legislation once it is in effect on July 1, 2013. The associated action item under Item 13-G (Memorandum of Agreement between the HRTPO and the City of Franklin and Counties of Southampton and Surry) was deferred to be discussed at the upcoming May Retreat.
7. HRTPO FY 2014 Budget
Ms. Tara Walker briefed the HRTPO Board on the HRTPO FY 2014 Budget. This item was under the Consent Agenda for approval.
8. FY 2014 Unified Planning Work Program
Dr. Ravanbakht briefed the HRTPO Board on the FY 2014 Unified Planning Work Program. This item was under the Consent Agenda for approval.
9. Historical Analysis of Census Transportation Data
Mr. Case briefed the HRTPO Board on the Historical Analysis of Census Transportation Data final report. This item was under the Consent Agenda for approval.
10. Congestion Management Process – State of Transportation
Mr. Nichols briefed the HRTPO Board on the State of Transportation in Hampton Roads 2013 draft report. Request for approval of the final report will be during the June 2013 HRTPO Board meeting. No action was taken.

A resident from the City of Newport News spoke to the role of the HRTPO as prescribed in the HB 2313 legislation and on the Patriots Crossing project.
