The Hampton Roads Transportation Planning Organization (HRTPO), the metropolitan planning organization (MPO) for the Hampton Roads metropolitan planning area, has completed the REVISED DRAFT Improving Hampton Roads Passenger Rail Service. The original draft report had a public comment period from July 5 – 19, 2023 and was approved by the HRTPO Board in October 2023.
In the original report, HRTPO staff investigated the location and cause of travel time delays for existing service, and identified projects of independent utility for improving Hampton Roads passenger rail service. The revised document includes feedback from public comments and an additional emphasis on the potential impacts of passenger rail to the Shockoe Hill African Burying Ground in Richmond, VA, which was also referenced in the original draft report. The Shockoe Hill African Burying Ground is not in the HRTPO Metropolitan Planning Area (MPA) and jurisdiction; however, the passenger rail corridor holds significance to travel for Hampton Roads. While passenger rail is within the purview of the Virginia Passenger Rail Authority (VPRA), this study provides insight into passenger rail implications for Hampton Roads residents.
