The Hampton Roads Transportation Planning Organization (HRTPO), is the Metropolitan Planning Organization (MPO) for the Hampton Roads Metropolitan Planning Area (MPA). As the federally designated MPO, the HRTPO is responsible for coordinating transportation planning and programming activities for the Hampton Roads MPA. This includes the development and maintenance of the Transportation Improvement Program (TIP).
The TIP is a financially-constrained, multi-year program for the implementation of surface transportation projects within the MPA. The TIP must contain all federally-funded and/or regionally-significant projects that require an action by the Federal Highway Administration or the Federal Transit Administration. Before any such project can be conducted or constructed in the MPA, it must be included in a current TIP that has been approved by the HRTPO.
The HRTPO, in coordination with the Virginia Department of Transportation, the Virginia Department of Rail and Public Transportation, Hampton Roads Transit, Williamsburg Area Transit Authority, Suffolk Transit, and the Cities and Counties of Hampton Roads, is in the process of developing a full update of the TIP. The current TIP covers fiscal years (FY) 2021-2024. The new TIP under development will cover FY 2024-2027.
The Draft HRTPO FY 2024-2027 TIP document is being made available for public review and comment. You may access the Draft TIP by clicking on the following link:
All interested parties are encouraged to review the draft TIP document and send comments to John Mihaly, Principal Transportation Planner, at firstname.lastname@example.org or by mail to 723 Woodlake Drive, Chesapeake, Virginia 23320. The deadline for comments is April 5, 2023.
