PUBLIC NOTICE: HRTPO Title VI and LEP Guide-Administrative Update 2022 - Public Review and Comment

The Hampton Roads Transportation Planning Organization (HRTPO), as a sub-recipient of federal financial assistance, is required to comply with Title VI of the Civil Rights Act of 1964 and subsequent nondiscrimination laws, as well as provide an overview of how the HRTPO addresses Executive Order 12898 on Environmental Justice and Executive Order 13166 on Limited English Proficiency (LEP).

The HRTPO’s Title VI & Limited English Proficiency (LEP) Plan is designed as a resource for the HRTPO Board, staff, and the public to better understand the federal mandates that guide the HRTPO public participation and Title VI efforts and describe the measures taken by the HRTPO to assure compliance with the rules and regulations associated with Title VI and subsequent nondiscrimination laws, Environmental Justice, and LEP.

The Title VI & LEP Plan is a living document and as such is updated on a regular basis to reflect changes in Federal law and mandates, integrate innovative approaches as well as ­­­administrative updates such as the incorporation of newer data and internal changes in HRTPO Board, staff, and partner agencies. The 2022 administrative update to this document incorporates the 2015 - 2019 American Community Survey data in the underlying analyses and includes internal staff and partner changes.
