PUBLIC NOTICE: Hampton Roads 2045 Long-Range Transportation Plan: Proposed Amendments

As the federally designated Metropolitan Planning Organization for Hampton Roads, the Hampton Roads Transportation Planning Organization (HRTPO) is responsible for developing and maintaining the region’s Long-Range Transportation Plan (LRTP).  

The current Hampton Roads 2045 LRTP was adopted on June 17, 2021 and amended in October 2021.  Since Hampton Roads is in attainment for the National Ambient Air Quality Standards (NAAQS), the LRTP is updated on a five-year cycle; therefore, the 2045 LRTP will remain in effect until June 2026.  During this time, the amendment process provides an avenue to update the LRTP as new projects, funding, or programs arise.

Proposed amendments to the 2045 LRTP have been submitted to HRTPO staff, summarized below. 

HRTAC 2045 Long Range Plan of Finance – June 2022 Update Amendment

  • On June 16, 2022, the HRTAC approved an updated HRTAC 2045 Long Range Plan of Finance (Attachment 11-B) for Highway Regional Priority Projects already identified in the Amended 2045 LRTP.  Many project cost increases reflected in the HRTAC update are significant and therefore trigger an amendment to the 2045 LRTP.
  • HRTAC has identified new funding assumptions to cover the increase in cost estimates, which has been confirmed by VDOT staff where appropriate.  Therefore, fiscal constraint has been demonstrated.  Some project assumptions differ between the amended 2045 LRTP and the updated HRTAC 2045 Long Range Plan of Finance, which are noted in footnotes in Attachment 11-A (e.g., differences in opening year assumptions and inclusion of maintenance in cost estimate).  These differences were communicated and coordinated between VDOT, HRTAC, and HRTPO staffs.
  • The projects with updated project cost estimates/opening year assumptions are regionally significant and were captured in the previous Regional Conformity Assessment (RCA).

I-64 Peninsula Widening – Segment 4 Amendment

  • Project will widen I-64 one lane in each direction from 1.15 miles west of Route 199 (Exit 234) where I-64 Peninsula Widening – Segment 3 ends to the New Kent County Line.  Project will improve safety, reliability, and will help to improve connectivity between Hampton Roads and Richmond. 
  • Estimated year-of-expenditure project cost is $250 Million with an estimated project opening year of 2028.  Project funding assumptions include various State funds (includes allocations from the General Assembly, Commonwealth Transportation Board, and other regional authorities).  Assumed funding sources are new to the 2045 LRTP and will sufficiently cover the estimated project cost thereby demonstrating fiscal constraint.
  • Project is considered regionally significant and therefore will be subject to an RCA. 

Bridge Road (Route 17) Amendment

  • Project will provide improvements along the Bridge Rd (Route 17) corridor from 0.10 miles west of Windward Lane to Harbour View Blvd.  Improvements include  the widening and extension of travel lanes in both directions, and the addition/improvement of turn lanes.  Project will also replace two traffic signals.  Additional bicycle and pedestrian accommodations will be extended on the east side of Bridge Road (Route 17) to close the gap between Harbour View Boulevard and Breezeport Way.
  • Estimated year-of-expenditure project cost is $12.8 Million with an estimated project opening year of 2027.  Project funding is a combination of Priority Transportation Funds and local funding.  Assumed funding sources are new to the 2045 LRTP and will sufficiently cover the estimated project cost thereby demonstrating fiscal constraint.
  • Project is considered regionally significant and therefore will be subject to an RCA.
