PUBLIC NOTICE: Hampton Roads 2045 Long-Range Transportation Plan: Proposed Amendments
As the federally designated Metropolitan Planning Organization for Hampton Roads, the Hampton Roads Transportation Planning Organization (HRTPO) is responsible for developing and maintaining the region’s Long-Range Transportation Plan (LRTP).
The current Hampton Roads 2045 LRTP was adopted on June 17, 2021 and last amended in July 2022. Since Hampton Roads is in attainment for the National Ambient Air Quality Standards (NAAQS), the LRTP is updated on a five-year cycle; therefore, the 2045 LRTP will remain in effect until June 2026. During this time, the amendment process provides an avenue to update the LRTP as new projects, funding, or programs arise.
Proposed amendments to the 2045 LRTP have been submitted to HRTPO staff, summarized below.
Norfolk: Virginia Beach Boulevard Amendment (UPC 115244)
- Project will remove service lanes/widen along Virginia Beach Boulevard into a 6-lane section from George Street to Newtown Road. Project will also include an improved intersection at Virginia Beach Boulevard and George Street, pedestrian safety, lighting, and landscaping.
- Estimated year-of-expenditure project cost is $15.7 Million with an estimated project opening year of 2030. This project was selected for funding as part of SMART SCALE ROUND 3, so funding assumptions include various Federal and State funds. 2045 LRTP funding assumption reserves are sufficient to cover the estimated project cost thereby demonstrating fiscal constraint.
- Project is considered regionally significant and therefore will be subject to a Regional Conformity Assessment (RCA).

Suffolk: Shoulders Hill Road Widening – Phase 2 Amendment (UPC 121102)
- Project will widen Shoulders Hill Road 2 to 4 lanes between Laycock Lane and Bennetts Creek Park Road.
- Estimated year-of-expenditure project cost is $9.6 Million with an estimated project opening year of 2031. Project funding is a combination of Revenue Sharing ($3.2 Million) and local funding ($6.4 Million). Assumed funding sources are new to the 2045 LRTP and will sufficiently cover the estimated project cost thereby demonstrating fiscal constraint.
- Project is considered regionally significant and therefore will be subject to an RCA.

Suffolk: Shoulders Hill Road Widening – Phase 3 Amendment (UPC 121101)
- Project will widen Shoulders Hill Road 2 to 4 lanes between Bennetts Creek Park Road and Pughsville Road.
- Estimated year-of-expenditure project cost is $15.7 Million with an estimated project opening year of 2033. Project funding is a combination of Revenue Sharing ($1.6 Million) and local funding ($14.1 Million). Assumed funding sources are new to the 2045 LRTP and will sufficiently cover the estimated project cost thereby demonstrating fiscal constraint.
- Project is considered regionally significant and therefore will be subject to an RCA.
