As our region continues to grow and evolve, it's crucial that we plan for a transportation system that meets the needs of our communities. To do this effectively, the Hampton Roads Transportation Planning Organization (HRTPO) is employing an exploratory scenario planning approach for the regional 2050 Long-Range Transportation Plan (LRTP) to help guide transportation investments over the next 20+ years. Between now and March 12, 2024, the public is invited to review the draft framework for exploratory scenario planning.
Exploratory scenario planning is a forward-thinking approach that helps planners anticipate and prepare for future uncertainty. It involves creating different scenarios that test the transportation system's resilience and ability to adapt to changing conditions. This approach is essential in building a regional transportation network that supports economic growth, environmental sustainability, and the well-being of our communities.
The draft framework consists of three key components:
- Regional Place Types – areas with similar land uses that help planners allocate future growth based on capacity and suitability.
- Scenario Narratives – economic and growth storylines designed to stress test the transportation system in different ways, helping planners identify the most effective projects to invest in.
- Greater Growth Control Total – additional growth above the baseline forecast for the plan horizon of 2050, further testing the transportation system's capacity and resiliency.
It's important to note that these scenarios are not intended to be a prediction of the future but rather a tool to explore different possibilities. As such, the goal is not to choose a preferred scenario but to create a range of scenarios that can help planners make informed decisions. By understanding how our system responds to different “drivers of change” and increased growth, we can make better informed decisions about priorities and investments.
