2011 HRTPO CMAQ/RSTP Project Selection Process

As the metropolitan planning organization (MPO) for the Hampton Roads metropolitan planning area (MPA), the Hampton Roads Transportation Planning Organization (HRTPO) is responsible for project selection and allocation of funds under two federal funding programs – the Congestion Mitigation and Air Quality (CMAQ) improvement program and the Regional Surface Transportation Program (RSTP).

The Guide to the HRTPO CMAQ/RSTP Project Selection Process provides guidance information on how projects are selected for CMAQ or RSTP funding.

APPLICATION DOCUMENTS

The Application Forms are for use by these entities for submitting project proposals may be downloaded below. Step-by-step instructions are included with each application form. CMAQ/RSTP applications were due to the HRTPO staff by August 17, 2011.

Citizens

The form to be used by citizens for submitting project ideas may be downloaded below. Step-by-step instructions are included with the form. CMAQ/RSTP applications were due to the HRTPO staff by July 31, 2011. Applications will be forwarded to the respective locality/agency.
